Here're some troubleshoots:

Uninstall WLM 2009 in case you want to install the old version back..

Go to Start -> Control Panel -> Add&Remove Programs -> Select "Windows Live Essentials" -> Remove

If it's doesn't work.. Then you must use this program created by Microsoft to remove WLM 9...
